French Relou, t’es relou, t’es lourdeYou're annoying.

So. I've been trying to figure this out for ages... Relou = Parisian slang for t'es lourde (which means your thick / mentally slow) except relou then becomes annoying = c'est relou (that's annoying) How do you apply it to a person? Tu est relou?? T'es relou?? Can you even? Or do you just say "Relou" which is what she said to me My Parisian friend taught me and I sort of want to be able to use it back ... (beginners French)
