Something queer doesn't necessarily mean something gay, but usually it makes people ASSUME you're gay. In the US, a man doing ballet would be seen as a little queer, because ballet is seen as a woman's sport. In particular, you might call someone queer if something they do (regarding sex and gender) sticks out so much that other people stare. The word can be a slur or just be a word to describe someone. It can also be a political thing to mean someone rejects their society's gender roles, especially when someone uses it reflexively.
