It translates literally to “not terrible.” It is used exactly the same as the English translation makes it sound. As a native french speaker I’ve rarely ever heard it used in an ironic sense. You would can look at something of bad quality and say “pas terrible” *with* sarcasm, but without sarcasm you would be contradicting yourself.
